EvalYouthLAC in the 2017 LAC Evaluation Week

In the context of the 2017 Evaluation Week, organized CLEAR-LAC in Mexico City from June 5 to 9, the representatives of EvalYouth LAC carried out various activities in their respective countries to encourage the participation of young and emerging evaluators and to launch the local chapters of this initiative.

Below we present in more detail the activities that were carried out.

In the context of the 2017 Evaluation Week, organized by the Center for Learning in Evaluation and Results of Latin America and the Caribbean (CLEAR-LAC) in Mexico City from June 5 to 9, The representatives of EvalYouth LAC carried out various activities in their respective countries to encourage the participation of young and emerging evaluators and to launch the local chapters of this initiative.

Below we present in more detail the activities that were carried out.

Argentina

During the Latin American & Caribbean Evaluation Week, the Argentinean Evaluation Network (EvaluAr) launched the call to form the local chapter of EvalYouth.

Motivated by 3 of its members (Alejandra Lucero, Antonella Guidoccio, Sofia Estevez) who have an active participation in the initiative at a regional and global level, EvaluAr decided to create EvalYouth Argentina.

The local chapter is intended to bring together a diverse, dynamic, inclusive and federal team of Young and Emerging Evaluators.

An open call was launched to select two Country Leaders representatives. The call was open also for the roles of Provincial Leaders, Accountability Manager and Task Leader (following the 3 global lines: Evaluation Mentoring Program ; Strengthening of capacities and presence of YEE in the governance of VOPEs). Many YEE have already been nominated and the results will soon be communicated to put the initiative in motion.

Bolivia: Youth is trending in REDMEBOL!

The engaging stories of failure and anecdotes in the evaluation of projects shared by four evaluators / experts, on Thursday, June 8, set the scene for the launch of REDMEBOL Network of Young Evaluators of Bolivia.

With a room full of about 80 people, Cristina Tardío presented to REDMEBOL the Network’s objectives, areas of work, as well as the motivation and objective of launching the Youth Network, which, besides opening space and opportunities for young people, will foster dialogue and intergenerational work, and will seek to open more accurate and effective paths for social transformation, from monitoring and evaluation.

As an extra note of inspiration and motivation, Silvia Salinas, President of REDMEBOL, presented the videos of Antonella Guidoccio from Argentina and Josette Arévalo from Ecuador, highlighting the award they were granted as Young Evaluation Leaders at the Third Global Evaluation Forum in Kyrgyzstan.

At the end of the event, 17 young men and women were registered, who we hope will be actively integrated to build the EvalYouth project in Bolivia and will be protagonists in decision-making spaces of evaluation networks at all levels.

Chile

On Tuesday, June 6th and in the context of the workshop “Challenges for evaluation in the region: young and emerging evaluators,” the EvalYouth Chile chapter was launched in Santiago. This event was organized by the Chilean Evaluation Network, EvalChile, Claudia Olavarría, member of the executive committee of EvalYouth, and Valentina Terra, representative of EvalYouth Chile.

The workshop was attended by 26 people with ties to the practice of evaluation, mainly from their work in civil society organizations and young university students. A map of the evaluative community was elaborated collectively, where the contributions and role s that the young people fulfilled were defined. Subsequently, the challenges for the strengthening of the new generations of evaluators and evaluators in Chile were established.

Finally, the EvalYouth initiative was presented and the participants were invited to take an active part and to participate in the various activities organized.

Costa Rica

On Tuesday, June 6th, a workshop to launch the Evaluation Network in Costa Rica was held. The event was attended by 30 people interested in taking part of the initiative.

The workshop was facilitated by four AEOs: Nataly Salas, YEE representative at national level; Emanuel Blanca, substitute of the representation of YEE; Carlos Montero and Ailhyn Bolaños.

This initiative emerged within the framework of the interest of a group of Young Emerging Evaluators (YEE) that has been working since March. One of the first objectives of the meetings and the movement of this group of 15 members was to identify a person who represented them before the National Evaluation Platform, as well as to promote other opportunities for YEE, with support and guidance of the FOCEVAL project (Capacity building in evaluation in Costa Rica and other Latin American countries).

The second major objective of this group of young enthusiasts was to create a network of people interested in evaluation in the country, which would have regional and international representation, generate actions to position the topic of evaluation at the national level and seek to create spaces for the constant updating of the profession in the country.

Ecuador

On Thursday the 8th of June, as part of one of the events of the evaluation week in Latin America, the panel discussion “The importance of evaluation for the achievement of the Sustainable Development Objectives” was held in the National Polytechnic School in Quito.

The panel was formed by Josette Arévalo, EvalYouth LAC co-coordinator, with two other panelists from the public sector and EvaluEC. Josette’s presentation focused on explaining the importance of evaluation and the participation of young evaluators for SDGs. Approximately 80 people attended, mostly young university students.

At the end of the panel, a symbolic launch of the EvalYouth Ecuador chapter was held in which participants were invited to join the initiative and participate in a future meeting to shape and take leadership roles in the EvalYouth Ecuador chapter.

México

On June 7, 2017, the EvalYouth Mexico Launch event was held. This event was organized by the five members of EvalYouth Mexico, which are part of the National Academy of Evaluators of Mexico A.C (ACEVAL), which was founded in 2014 as VOPE and aims to strengthen the capacities of the country’s evaluators. The event had 60 attendees from the social, academic, private and public sectors, as well as members of ACEVAL. The session was attended by Janett Salvador, President of ACEVAL, Gerardo Sánchez, Evelyn Aguado, Miriam Ordoñez and Daniela Dorantes of EvalYouth Mexico.

Josette Arévalo introduced the participants to the history of EvalYouth Global and in Latin America. She explained the importance of EvalYouth, its composition and the functioning of the Chapter in Latin America, as well as its role in relation to local chapters. During the interaction with the public, the need to link and professionalize young people in their performance in the field of evaluation was mentioned on several occasions.

Finally, the members of EvalYouth Mexico launched the initiative in the country.

Paraguay

In Paraguay, several activities were carried out during the Evaluation Week, where representatives of the public sector, civil society and academic community got together to discuss various aspects related to monitoring and evaluation that could improve public policies and programs.

In total, eight activities were carried out with the participation of seven different Public and Private Sector Institutions. These activities took the form of conferences, round tables, panels of experts and tables of analysis. Among the most important, the presentation “Insertion of young evaluators in Latin America”, where the spaces and importance of the insertion of young people into the field of evaluation through various mechanisms was debated. This activity was an online transmission that had the participation of Rodrigo Luna of Nicaragua and Pablo Benítez of Paraguay, and that had more than 1000 online visualizations.

From the Paraguayan Evaluation Network, we consider this series of activities to be successful. Thanks to the Clear initiative, we have been able to meet with stakeholders in these Monitoring and Evaluation processes and reinstall the discussion about their importance in improving people’s lives.
