Events | Six new ELLA Learning Alliances have now been opened up for registration. These offer structured exchange and learning between peers – on topics with scope for inter-regional lesson-learning between Latin America and Africa.
They are structured around rigorous ELLA inter-regional comparative research comparing and contrasting development experiences in the two regions.
The learning phase of the Alliance will begin in late May and last three months. Participants in the Alliances can expect to gain insights to inform policies and practices in their own countries, and to network with professional peers, opening up opportunities for inter-regional collaboration.

Informality and Inclusive Growth
This Alliance examines the nature of economic informality. It explores different types of informality – voluntary, induced and subsistence – and reviews how policies need to be attuned to each type of informal worker or firm, if the objective is to promote inclusive growth patterns that benefit all. Land Tenure in Pastoralist Societies
This Alliance reviews how land tenure practices are evolving in pastoralist societies, in the face of a series of challenges. It draws particularly on a comparative study of the Andean altiplano and the East African savannah, to identify land tenure policies that enhance the sustainability of pastoral productive systems. The Alliance will be of particular interest to public officials and civil society groups concerned for pastoralists’ livelihoods. This Alliance examines policies aimed at boosting the benefits from the oil and gas sector through Local Content. Comparing the cases of oil and gas rich countries from across Latin America and Africa, it analyses the dimensions of, and outcomes from, Local Content policies, and the variables that influence the likely success of such policies. The Alliance will be of particular interest to public officials, the staff of oil and gas companies and professional working on economic diversification. This Alliance reviews how the Legislature holds the Executive to account, and how effective they are in this task – based on a comparison of selected experiences in Latin America and Africa. Formal structures, the capacities of both branches of the state, and the role of informal institutions are examined, to identify ways to enhance accountability. The Alliance will be of particular interest to constitutionalists, political scientists, Legislative advisers and public officials. Community-based Crime Prevention
This Alliance is an exploration of Community-based Crime Prevention (CBCP) practices, contrasting experiences from Latin America and Africa. It will examine the different types of practices, when they are more likely to be effective, and what this means for supporting CBCP approaches. The Alliance will be of particular interest to public officials and other professionals involved in crime prevention. This Alliance examines how to improve protection services for the survivors of domestic violence. It will locate violence against women as a public issue, identify and assess protection services for survivors of domestic violence – based on a comparison of cases from Latin America and Africa – and strategise on ways to improve policies and practices. The Alliance will be of particular interest to public officials, those providing protective services to survivors, and activists working against gender based violence.
